National Hefei Economic and Technological Development Area

The Hefei Economic and Technological Development Area (HETDA) was founded in 1993 and recognized by the State Council as a national economic and technological development zone in 2000. The national honors it has successively won include "National New Industrialization Demonstration Base", "National Ecological Civilization Construction Demonstration Zone (Ecological Industrial Park)", "National Pilot Park for Integrated Development of Manufacturing and Modern Service", "National Low-Carbon Industrial Park", "National Foreign Trade Transformation and Upgrading Base", "National Import Trade Innovation Demonstration Zone", and "National Demonstration Center for both Innovation and Entrepreneurship". Such important platforms as the Hefei HETDA Comprehensive Bonded Zone and the Hefei Xinqiao Sci-Tech Innovation Demonstration Zone are the core parts of the Hefei Area of China (Anhui) Pilot Free Trade Zone. The current coverage of HEDTA is 268.97 square kilometers (83.12 square kilometers in the southern built-up area and 185.85 square kilometers in the northern Xinqiao Sci-Tech Innovation Demonstration Zone). 

According to the evaluation on the comprehensive development level of 217 national economic development zones released by the Ministry of Commerce, HETDA has moved up to the 4th place on the list, advancing continuously for four consecutive years. In terms of comprehensive ranking, it is now holds the 6th place in China, reaching a historic high. 

HETDA is rich in sci-tech innovation resources due to the presence of the University Town. Thanks to the presence of such higher-learning institutions as Hefei University of Technology (HFUT), Anhui University (AHU), Anhui Medical University (AHMU), Anhui Jianzhu University (AHJZU), and Hefei University (HFU), this area is the most concentrated area of universities in Anhui.  

HETDA is a nationally renowned advanced manufacturing base and the main engine of Hefei's new industrialization. After years of endeavor, it has developed a "3+6" industrial system: three major new industries (IC, NEVs, biomedicine) + six leading industries (smart home appliances, high-end equipment manufacturing, automobiles and auto parts, intelligent terminals, fast moving consumer goods, and public safety). One of the four refrigerators and one of the four forklifts sold in China, as well as one of the eight laptops sold worldwide, are made in HETDA. A total of 80 Fortune 500 enterprises have invested here. 

In recent years, HETDA has concentrated on introducing strategic emerging industry projects such as those for new generation information technology, NEVs, and biomedicine, attempting to make itself a world-class NEV industrial base and an advanced IC manufacturing base. 

To further improve government efficiency, HETDA guides all business items requiring government review and approval into its administration service center for centralized handling. It has adopted measures to facilitate the process such as "one enterprise, one license", "smart handling without presenting proofs", "handling in a nearby office", and "speedy handling for special cases" through a green channel when something is in urgent need. It has set up "online handling" windows for applicants in the Yangtze River Delta and across the province. In this way, the remote service for enterprises is in practice.
