China-Germany (Shenyang) Equipment Manufacturing Industrial Park
The State Council issued the “Approval on the Construction Program of China-Germany (Shenyang) High-End Equipment Manufacturing Industrial Park” (State Letter [2015] No. 218 on December 17th, 2015. The China-Germany Industrial Park (CGIP) became the first strategic platform approved by the State Council with the theme of Sino-German cooperation in the high-end equipment manufacturing industry in China.
II. ECONOMIC INDICATORS
In 2022, the Sino-German Industrial Park was expected to complete the total industrial output value above the scale of 863.9 billion yuan with an increase of 19%, achieve the full-caliber tax revenue of 99.4 billion yuan with an increase of 16%, and complete the fixed asset investment of 195.1 billion yuan with an increase of 29%.
At the national level, a “through train” system has been established by the National Development and Reform Commission, Ministry of Commerce, the Ministry of Industry and Information Technology of the People’s Republic of China, the Ministry of Foreign Affairs of the People’s Republic of China, etc. to solve the development and construction problems of the park on time. At the provincial and municipal levels, the governor of the People’s Government of Liaoning Province and the mayor of Shenyang Municipal People’s Government are respectively the leaders of the leading groups for the promotion of the park to promote the park construction jointly. In 2019, Shenyang City co-located the CGIP with the Shenyang Economic and Technological Development Area (SEDA).
III. FOREIGN-FUNDED ENTERPRISES
The park has introduced 127 foreign-funded enterprises, such as ZF and Mubea, with 36% of foreign-funded enterprises, 72 of which are German-funded. More than 400 high-quality projects such as the third plant of BMW Brilliance’s Automotive and Northern Biomedical Valley have been introduced, with a total investment of about 150 billion yuan.
IV. OFFSHORE CENTER
CGIP has built offshore innovation centers in Heidelberg Germany, Stockholm Sweden, Tokyo Japan, etc. The German offshore innovation center was awarded as the national offshore innovation and entrepreneurship base for overseas talents by the Chinese Association for Science and Technology. Over the past few years, CGIP has established good contacts with more than 370 German enterprises and enterprises based in other European countries. The park has carried out 150 economic and trade exchange activities, such as “Tiexi Day for German Enterprises” and “Shenyang Tour for German Enterprises.” More than 550 foreign guests were invited to CGIP.
V. SUPPORTING SERVICES
The park strives to build a foreign investment service system, create an international business environment and construct a one-stop enterprise service platform. We have built one Sino-German College, one cross-enterprise training center, and many enterprise training centers to provide more talents for the enterprises. A total of 44 roads with a total length of 74.83 kilometers have been built, and the “four-horizontal and eight-vertical” expressway network has been fully formed. Greening area of 3,684,000 square meters and 31.1 kilometers of ecological river treatment of the Hun River and the Xi River have been added and upgraded, and 380,000 square meters of the China-Germany Park have opened its doors to the guests. The Rothenburg German-style street in the Vanke Sino-German International Town has been launched. Hübschmann Zhan-German School Shenyang allows German children to enjoy the same education as Germany here. The completed Jishuitan International Hospital is connected to the German health insurance system to meet the medical needs of expat employees.
