Chinese Companies Going Global in the Next Five Years: Implications for German Companies 

China’s 15th Five-Year Plan (FYP) for 2026–2030 sets the strategic direction for the country’s economic and social development over the next five years and outlines the pathway toward the long-term goal of achieving a “moderately developed economy” by 2035.   

 

Knowing the overall direction of the government for the next five years is increasingly essential for German companies in an ever more complex business environment in China. Based on these policy signals, they can identify and adjust their long-term business strategies in the Chinese market accordingly.

Compared with the previous Five-Year Plan (FYP), the new 15th FYP for 2026–2030 elevates outbound investment to a much more prominent position than in previous planning cycles, reflecting China's ambition to build globally competitive companies and internationalize its industrial capabilities. 

 

The key policy direction is to stronger support outbound investment, but within a "high-quality and secure" framework. Under the direction of the 15th FYP, China's policy sends a dual signal: 

  

  • On the one hand, China continues to strongly encourage companies to "go global". Governments at all levels will provide support services for outbound investors in a wide variety of areas.
  • On the other hand, outbound investment is increasingly being brought under a stronger supervisory framework. Policymakers are strengthening their ability to oversee overseas investment activities where broader strategic targets are involved.
