Haimen District, Nantong City

Haimen District, under the jurisdiction of Nantong City, is located in the southeastern part of Jiangsu Province. It borders the Yellow Sea to the northeast and is adjacent to the Yangtze River to the south, facing Shanghai across the river.

The district has a total area of 1,149 km² and nearly 1 million permanent residents. Haimen District is the only urban area in Jiangsu Province with coastlines along the Yangtze River and the Yellow Sea. By 2025, Haimen District achieved a regional GDP of CNY 178.51 billion. On the 2025 list of the top 100 districts nationally in comprehensive strength, Haimen ranked 17th nationwide and fifth in Jiangsu. 

 

Convenient Transportation: Haimen lies just across the Yangtze River from Shanghai and Taicang, Suzhou, and has been included in the Commuter Life Circle under the Shanghai Metropolitan Area Territorial Space Plan. With the imminent opening of the Haimen-Taicang Yangtze River Tunnel, it will take only about 10 minutes to travel from Haimen to Taicang. Haimen North Railway Station on the North Yangtze High-Speed Railway offers a direct 26-minute route to Shanghai. Nantong’s new airport, scheduled to commence construction soon (4F), is a vital component of Shanghai’s international aviation hub and will connect Haimen more closely to the rest of the world.

Micro-vacation facilities such as the Intercontinental Flower Expo Park, the Yunqi Xingjing Culture & Tourism Base, and the Xishan Hot Spring Land Cruise Hotel offer a blend of fine dining, entertainment, and family-friendly social experiences.   

 

Robust Industrial Foundations: Haimen boasts significant strengths in sectors such as equipment manufacturing, life sciences and healthcare, new energy, high-tech shipbuilding and offshore engineering, and modern textiles. Its life sciences and healthcare cluster ranks among the top 20 most distinctive bio-pharmaceutical industrial parks in China. The shipbuilding and offshore engineering cluster has been recognized as a national-level advanced manufacturing cluster; The district is also home to Jiangsu Province’s first robotics-themed township. Haimen maintains close collaboration with Shanghai and southern Jiangsu, sharing the supply chains, R&D, and innovation resources of the Shanghai & Southern Jiangsu Industrial Belt within  a 90-minute drive. It has established an efficient model characterized by “headquarters in Shanghai and production bases in Haimen.” The district has attracted more than 600 foreign-invested enterprises around the world.  

 

Tangible and Calculable Cost Advantages: Compared to metropolises like Shanghai, Haimen maintains significant cost advantages in land, rent, labor, and operations. The cost of industrial land in Haimen is only one-tenth that of Shanghai; Labor costs for front-line workers are on average 40% lower than those in Shanghai; Monthly rent for high-end industrial facilities ranges from CNY 15 to 20 per square meter. Utility costs for production—including water usage and electricity—are 10% to 15% lower than in neighboring major cities. These advantages enable Germany-based enterprises to secure development opportunities in the heart of the Yangtze River Delta with lower investment. 

 

A Human Resources Pool Prioritizing Scale and Quality: Nantong City has three universities, seven higher vocational colleges, and 16 secondary vocational schools. Among these, Haimen District is home to three vocational institutions with approximately 15,000 enrolled students. Notably, Haimen Zhang Jian Vocational and Technical School has signed a strategic partnership with AHK Greater China to implement a dual-track training program in mechatronics technology. The Industrial Robotics Center has received certification from KUKA Germany cumulatively, effectively meeting enterprises’ staffing needs from entry-level technicians to technical backbone personnel.
