1. General Profile
Jinan, capital of Shandong Province, is the center for politics, culture, economy, education, transportation, science and technology in Shandong. Apart from its beautiful scenery and mild climate, Jinan is also known as the "City of Springs", with at least seventy-two famous springs. The City is located on a plain bordering at the lower reaches of the Yellow River (Huanghe), directly between Beijing and Shanghai. Jinan has one of the 16 railway hubs in China and therefore a very good transportation system, with 1.5 hours to Beijing and 3.5 hours to Shanghai. Shandong Province has the second biggest population (over 100 million people) and third biggest economy in China. With the Shandong University as the best University in Shandong and a high density of universities and colleges, Jinan has a high educational standard.
In 1991, approved by the State Council of China, the Jinan Innovation Zone (also called Jinan Hi-Tech Zone / Jinan Investment Zone) belonged to the first batch of national-level hi-tech development zones. Until now, the Jinan Innovation Zone has undergone a steady, big and fast development with double digit GDP growth rates in recent years, passing 100 Billion RMB in 2018. According to the latest report issued by the Ministry of Science & Technology in 2018, regarding factors as technology innovation, internationalization, global competitiveness and sustainable development, Jinan Innovation Zone ranks 11th of all 157 economic development zones in China, which is 1st in Shandong, ranked above Qingdao. The Jinan innovation Zone consists of 10 different industry parks, among them the Qilu Software Park, the Smart Equipment City and the Sino-European Manufacturing Industry Park; the whole Innovation Zone has a total area of 318 square km, and more than 50,000 companies. The overall layout has the structure of “one zone, two cities, two valleys”, including the key areas of the Airport Economic Zone, Intelligent Equipment City, Life Science City, Qilu Wisdom Valley, and Qilu Innovation Valley.

3. Competitive Advantages of Jinan and Jinan Innovation Zone
Jinan Innovation Zone has implemented Germany’s unique “Dual-System” vocational training system into Jinan, providing a multi-level talent training system and service platform, meeting the actual needs of European enterprises. In 2011, the Jinan Innovation Zone cooperated with the Jinan Vocational College, the AHK and German enterprises to build the first dual system training base in the north of the Yangtze River, the AHK-Jinan Sino-German Vocational Training Base. Currently, FESTO, BOSCH, VOSS, CONTINENTAL and many more companies recruit their staff from the dual system training base. The talents are educated according to the needs of foreign companies in mechanical engineering and mechatronics, with about 100 graduates per year. In 2015, the college was named “Best Dual-System Vocational Education College” by the “AHK Shanghai”. The Sino-German “Dual-System” project became one of the first batches of pilot projects for modern apprenticeship in Shandong. The AHK remarked that it ranks first among more than 50 of its cooperation projects in China.
In 2017, the Sino-European High-Skilled Talent Training Base was jointly built by Sino-European Manufacturing Development Center of Jinan Innovation Zone, Festo (China) Ltd. and the Shandong Yingcai College, with a total investment of RMB 40 million.Constructions of the Training Base were completed in 2018, with a total area of 20,000 square meters. It is currently China’s largest “Dual-System” for recruiting high-skilled talents in the field of electromechanics. The training base is mostly used by Festo, but other foreign companies can recruit their talents as well.
Average Salary level of Talents
According to the published statistics of a famous Chinese HR and employment searching website (www.zhaopin.com) one can see that although Jinan has a high education level, it is placed 23rd in the overall average salary level among Chinese cities. This gives companies located in Jinan competitive advantages to other regions with higher salaries.
Pioneer Area forthe Chinas strategy “shift of growth drivers from old to new (新旧动能转换)”
Jinan is the pioneer Area for the Chinas strategy “shift of growth drivers from old to new (新旧动能转换)” and has there fore special attention from the government for projects settling down in this area, through which also foreign companies can take advantages of. The area has been approved by the state council in 2018 and covers an area of 1030 square kilometers in the north of Jinan, including the Airport-Zone and parts north of the yellow river.
Shandong Intellectual Property Rights One Stop Comprehensive Service Platform
The “Shandong Intellectual Property Rights One Stop Comprehensive Service Platform has been” set up by the department of Science & Technology of Shandong Province, the Intellectual Property Office of Shandong Province, the administrative committee of Jinan Hi-Tech Zone and the Beijing East IP Law firm. The platform has been set up to even further contribute to the protection of IP in Shandong, and to handle IP related matters and services or companies located in Jinan Innovation Zone.
4. The Sino-German Enterprise Zone
The Sino-German Enterprise Zone has been approved by the Ministry of Industry and Information Technology (MIIT)in 2017, and is the first national Sino-German Enterprises Zone north of the Yangtze river with a total area of 110 square kilometer. It is focused on Sino-German Cooperation and is located around the Jinan Yaoqiang International Airport, on the south side of the yellow river, also being part of the above mentioned pioneer Area for the Chinas strategy shift of growth drivers from old to new. The zone has many transportation advantages, such as the Jinan Yaoqiang international airport, national first-class railway and high-speed train stations, main highways, main subway stations, and Xiaoqing River waterways and transportation. Therefore it enabled a good and advanced international logistics system together with its industrial manufacturing.
At present, industrial clusters have been established in the following industries: semiconductors and electronic information, robots and intelligent equipment, automobile manufacturing, rail transit, aviation, precision machinery, laser numerical control and e-commerce German high-end manufacturing enterprises such as Bosch Automotive Steering Systems, VOSS Auto Parts, BMTS Technology Turbo System, Hengst Filtration system have settled down in the Zone. In addition famous high-end production enterprises such as Funeng High Power Electronics and Aero Plusare located in the Zone; Aero Plus has its own Aero Plus International Aviation Industry Park. Furthermore there are E-commerce companies and supply chain enterprises such as JD and Suning, as well as modern logistics enterprises, such as PROLOGIS and GLP, which settled down in the Zone. There are not only German companies located in the Zone, but also foreign companies from other countries.
