Brief Introduction 简介

Cangzhou Bohai New Area is located in the southeast coast of Hebei province, which is governing one city and four zones --- Huanghua City, Zhongjie industrial zones, Nandagang industrial zones, the national port economic and technological development zones, with the total area of 2400 square kilometers, population of 600,000, and coastline of 130 km.

河北省沧州渤海新区位于河北省东南沿海,面积2400平方公里,下辖“一市四区”,即黄骅市、中捷产业园区、南大港产业园区、国家级临港经济技术开发区和港城区,总人口60万,海岸线130公里。

Cangzhou Bohai New Area is in the south of Beijing and bordered by Tianjin. The New Area is far from Beijing 220 km only one hour’s drive from Tianjin Binhai New Area. With several highways and railways intersecting throughout the region, Bohai New Area is of the most developed public traffic system among the north China coastal area. Huanghua Port has completed 200 thousand ton-deep water channel and 33 10 thousand-ton professional berths, 50-200 thousand-ton professional terminals. Huanghua port has a huge and potential back-land, including central and southern of Hebei, north of Shandong, north of Henan, Neimenggu and Shanxi.

Valuable Land Resources 土地资源优势

As the largest development zone in eastern coastal region, Bohai New Area is covering 2400 square kilometers. There are about 290 square kilometers intertidal zone and 1051 square kilometers epeiric seas, 534 square kilometers construction land and 720 square kilometers unused land. It is a golden place for industrial projects and the suitable area for industrial parks. The price of industrial land is 144 RMB/㎡.

作为我国东部沿海地区面积最大的开发区,渤海新区总面积2400平方公里,除290平方公里的滩涂和1051平方公里的浅海外,还拥有80万亩建设用地和108万亩的未利用地,是中国沿海地区绝无仅有的一片面积大、人口少,可用做工业项目发展和产业园区建设的“黄金宝地”。工业用地价格9.6万元人民币/亩。

The Comprehensive Free Trade Zone 黄骅港综合保税区

The Comprehensive Free Trade Zone plants to cover an area of 3.63 sq.km. The net area in first phase is 1.57 sq.km, including three major functional areas, such as FTZ logistics, FTZ processing and FTZ services.

The functional orientations of FTZ processing zone mainly cover construction material and furniture,metal materials, the manufacture and assembly of mechanical and electronic products,ocean engineering equipment and automobile assembly. Besides,it also includes assembly,processing and import and export of mechanical and electronic products.

The functional orientations of FTZ logistics zone mainly focus on public bonded warehouse and regional distribution. According to the practical demand, further development based on storage logistics, circulation and distribution.

The construction projects of FTZ services zone include office,public service,product R&D center and repair center. R&D and repair center is mainly to provide communications, software service, market development and repair of product for enterprises who settle in Cangzhou Bohai New Area. 

黄骅港综合保税区规划总面积3.63平方公里,一期围网面积1.57平方公里。划分为保税物流、保税加工、保税服务三大功能。

保税加工区,功能定位:以建材家具加工、金属物资加工、机械电子制造组装、海洋装备、汽车装备为主。

保税物流区有公共型保税仓库。发展仓储物流、流通配送等业务。

保税服务区主要建设业务办公、公共服务用房,产品研发中心、维修中心。

Leading Industries 产业优势

Bohai New Area has formulated a preliminary industrial system based on traditional industry like petrochemical and metallurgical equipment, backed with advanced characteristic industry and some emerging industry, such as automobile, bio-pharmaceutical, commerce and trade and new material, new energy, including lots of top 500 enterprises home and aboard --- BAIC, CFHL, SHENHUA GROUP, SINOCHEM GROUP, CNOOC, CHINA RESOURCES, AIR LIQUIDE, VEOLIA. The planning area of Huanghua Port comprehensive bonded zone is 3.63 square kilometers. The main function of the bonded zone is bonded logistics, bonded processing and Bonded warehousing services.

渤海新区已构建起以石油化工、冶金装备、港口物流等传统产业为基础,以汽车制造、生物医药、新能源、新材料等特色优势产业为支撑的现代临港产业体系。此外,渤海新区拥有面积3.63平方公里的保税区,确定了保税物流、保税加工、保税服务三大功能。目前已在渤海新区落户的国内外大型企业包括北汽集团、中国一重、神华集团、中化集团、美国AP、美国嘉吉、法液空、法国威利雅等。

Supporting Facilities 配套设施

There are two power stations, six 220 KV, six 110 KV and eleven 35 KV transformer substations, the average price of electricity is 0.62 RMB/ KWH; two sewage treatment plant has been established, which can respectively dispose 30, 100 thousand tons sewage per day; 46000 Nm natural gas can be supplied per hour and the price for enterprises is 2.71 RMB/m³; The price of steam is 160 RMB/ton without charging fees of pipeline laying; There are about 132 medical and health organization, 20 banks, 117 financial institutions and 6 universities and moderate speciality schools, 15 starred hotels.

渤海新区现有发电厂2座,220KV变电站6座,110KV变电站6座,35KV变电站11座,电费均价0.62元/度;已建成污水处理厂2座,日处理污水能力分别达3万吨、10万吨;工业用天然气具备日46000Nm/H的供气能力,企业价格2.71元/方;新区内蒸汽无接口费,160元/吨;全区共有医疗卫生机构132家,银行20余家,非银行类金融机构117家,大中专院校6所,星级酒店15家。

Favorable Policies 政策优势

Bohai New Area administrative agency has been set up to streamline the approval process and provide one-stop services, including going through the previous formalities and providing a full chain of service for project construction. The supporting policies are more preferential than other districts in the aspects of usage of land & sea, administrative approval, finance innovation and energy consumption and environment capacity etc.
